Saanich will move forward with the proposed pre-zoning and potential sale or lease of a 1.1-hectare property located between West Saanich Road and Pat Bay Highway, across from the Royal Oak Shopping Centre.

The district will draft a concept plan for the site, in line with the new official community plan and design guidelines. This plan will be available for public input to help identify opportunities and constraints for future development.

City staff will consider public feedback before proposing amendments to the zoning bylaw. A comprehensive development zone will be created, outlining the requirements for development, including design and servicing considerations.

Once rezoned, the property will be offered for sale or lease through a request for proposals process, with evaluation criteria reflecting community and municipal interests. The district reserves the right to reject all proposals.

The successful submission will be subject to a development agreement with timelines, and failure to meet those timelines could result in the property going back to the district.
